I was chatting and the idea came up about the Doctor setting Rose free.
"If you love someone, set them free. If they come back to you they are yours. If they don't they never were."
I think the Doctor needs to come back to Rose at this point...because she's come back to him enough times to prove she is "his."
And that led me to THIS Richard Bach quote...which explains why...for the good of the show...in this time of change and hiatus...the Doctor should return to Rose.
"Until you make room in your life for someone as important to you as yourself, you will always be searching and lost."
He will always be...searching and lost...as he is at the end of JE. It's a dead end for the character to reach this point. Hopefully, it is only a false ending.

The second quote could apply to Donna as well, for she became his Time Lord equal. In the Doctor's mind, Earth would crumble without his supervision, so having someone so suited to his career would be important to him.
The Doctor is like Queen Elizabeth I of England. She couldn't wed the man she wanted to because circumstance kept them apart. Elizabeth I was 'married to England' and after a reign of everyone taking proverbial shots at her, she died the 'virgin Queen.' Hell, even Shakespeare undermined her while she reigned!

He probably means to turn the Doctor into the Valeyard in that time and has thought of twenty years worth of ideas to wear the good Doctor out. Whether anyone will actually continue to watch that path is another matter entirely.
