I think it's quite appropriate that JKR avoids getting her characters into R+ situations, given the age demographic of her intended audience. You always have to revise downward from the age of the actual characters and I've known plenty of children as young as 6 or 7 get into Harry Potter. However, fanfic is something you have to seek out rather than have it shoved under your nose, so I think different rules apply.
