Wow, there certainly is something there for just about everyone's taste.
My fave is the UsualSuspects lineup ...'Tho I admit that #2 has me stumped. I got Rowan Atkinson and Peter Cushing, but - leaving aside all the other regenerations in tCoFD - I can't think of another Doctor. I should recognize the sideburns, if not the costume! Unless ... Oooh, here's a thought: could it be Michael Jayston as the Vallyard?
