This post will contain SPOILERS for the End of Time, Part 1 and for the preview clip of the End of Time, Part 2.
It is full of my wild speculation, which is often wrong, so pay no attention to the musing behind this cut...
I should say right now that I think what is going on in The End of Time is what has always been going on in S4. I think S4 is still going strong...and so the themes are relevant to what we saw happening in S4. Humperdinck, I say, JE was a Humperdinck. The story continues with...
1) Coincidence around Donna and her family. The Doctor gets all up in Wilf's grill for a minute with the "Who are you?" and we think Wilf must be special...he must be a hidden Time Lord, perhaps. But...people have been asking the Doctor who HE is since new Who started. It is sort of a code. And from Turn Left onward, we have seen this whole idea of Donna as a pivotal temporal figure playing out for us. "I met you, then your grandfather, then you again." "And it's weird Donna...all the time lines lead to you." And really, Donna is just outside that cafe...so Wilf is using the Doctor/Donna mojo to find Ten. But it's more than just that...it's...
2) The heartbeat. Donna said she's been hearing the heartbeat of Ten 2. And we are told that is because he's a unique creation in time and space...echoing back to her. Now, we learn that the Master is also hearing a heartbeat...a Time Lord heartbeat. And I think this could be how you hone in on a specific event in time and space...though specific people. Which leads us to...
3) The Master being everyone on Earth. The human race is no more...well...except for Wilf and Donna. If the Time Lords are honing in on Earth via the Master's heartbeat...all consuming as it is...the only people left are Wilf (because he was protected) and anyone with a bit of Time Lord in them. Donna, Ten 2 and Ten are the only ones left to fight this future. Oh, and Jack.
4) Jack has been sort of forgotten so far. But he will last as long as Time itself...as he is a fixed point in Time and Space. The Time Lords will abhor Jack. According to the Doctor in Utopia, no Time Lord would be able to stand being close to Jack. I bet that's because they can't manipulate him. And I bet if the Doctor shoots Jack that he will come back stronger than ever. Jack could be how time reasserts itself. Because the power within him...flows from the Time Vortex. How pointed it would be for Time itself to tell those Time Lords, "I am the Bad Wolf...and YOU do not LORD over me."
5) This would give the Doctor the opportunity he has always wanted...to point out that a HUMAN woman did that...looked into the Time Vortex, held it within her...and created something to stymie this grand plan of the Time Lords. And again, the Doctor's faith in and belief in the human race would be underscored and justified. And we would all be proud of our human heritage.
6) If the walls of the universe come down, because the Time Lords are planning to rewrite history...then Ten 2 is free to pop back to Earth and save Donna. I hope he does that. Rose, because she is human may not be able to pop back until whatever the Master has done is reversed. But since she is likely to pop into an indoor set...Billie could have filmed something there. There might also be a conflict with dimensions...because I think the old woman speaking to Wilf...is Mrs. Rose Smith. We are fooled by her natural hair color, her precise speech and her age. But her way of contacting Wilf is very much like Rose's way of contacting Donna and the Doctor. How she is doing all this contacting...remains a mystery. But I think she is using some advanced Time Traveling Technology...that she operates with her husband.
7) I think it is possible that Ten will go back to the original Bad Wolf Beach...which means that he was with Rose, in Pete's World, when she was popping over to save him during most of S4. The reason she is so very adament that he "Can't die" is because that would mean that once again she is in the wrong dimension and stands to lose her husband before he knows to come home to her. In other words...the Rose we see acting sort of out of character in Turn Left through JE...is a Rose that is trying to get the time lines sorted, without tipping her hand to the Doctor, so that the Doctor...is inspired to come back to her on the Doomsday Beach. If she fails...then she will lose him. If she succeeds then the Doctor/Donna can happen. It is possible that Rose herself...didn't know what solution would work to create the proper time line...and so we see her frustrated by him in JE.
8) The Doctor/Donna will certainly be able to reverse whatever the Master has done to the human race. They have that nifty machine after all. But Donna will be burning up as she works it all out. So, there will be pain and tears and Wilf will want to shoot the Master...but I don't think he will...because I still think the big thing that is happening is that the Doctor is changing into something new. That the Time Lords are all going to be put to rest...the Master will be healed of his madness and remade or sent back with his people. The Time Lords will be relocked into their own time again...to die. And the Doctor will be going to Rose...while the Doctor/Donna goes on to those spoiler scenes and his regeneration. I do think that Ten 2 can pull the burning out of Donna...so one of the final scenes will be Donna's wedding.

I think I'd like to read a fic now, one of those "Time Lords return" fics that isn't tied to the human race ending, where they meet Rose AND Jack for a change. Because their reaction to Rose would probably be, "Oh, you would shack up with a human," but upon seeing Jack, it would be a much funnier, "What the bejesus is that?! How are you next to it!" With awkwardness and panicking.

Bad Wolf Rose...seeing all of time and space...saw this end coming...and created a fixed point...to stymie the Time Lords. She did this, of course, to save Jack and Ten as well...but it was probably the prompting of TIME...just as TIME prompted Dalek Ca'an to turn against his own kind...and side with the Doctor and Rose. Dalek Ca'an went mad...but Rose got inspired.
I have this feeling that The Narrator was one of those INSPIRED Time Lords...and he's facing...one of the mad ones in the Master...and one that ran away in the Doctor. What he doesn't know yet...is he's facing a person that "Got Inspired" as well.
Two people, I think...if we count Donna Noble.

But if she comes across from Pete's World...there is absolutely no reason for Billie to die her hair back to blonde this time...all they need to allow is that time has passed and Rose, like Billie, is letting her hair return to it's natural color. The Doctor will, of course, love it no matter what. Probably he will love it more...because hair dye is quite toxic and I doubt he approves of it.
Billie DID...cut her hair back to a Rose-ish style just about the time she filmed those scenes...but she did leave her darker roots untouched.
